About The Challenged Foundation

The Challenged Foundation (TCF) is a Non-Governmental Organization dedicated to ensuring that the voices of persons with disabilities are heard, respected, and represented in their communities, in policy spaces, and in society at large.

"TCF empowers persons with disabilities through advocacy, education, mentorship, and training programs that promote independence, dignity, and equal opportunity."

Through these initiatives, we support individuals in building the confidence, skills, and resources they need to pursue their aspirations and contribute meaningfully to their communities.

Beyond direct empowerment, TCF organizes advocacy forums, public awareness campaigns, and community engagement activities that confront discrimination, dismantle social barriers, and advance inclusive policies for persons with disabilities.

The Challenged Foundation is a wholly Ghanaian-owned organization, incorporated under Ghana's Companies Code, 1963 (Act 179). TCF currently implements disability advocacy initiatives with the support of ADD International, deepening its commitment to advancing disability rights and inclusion across communities.

The Address

In January 2026, Veronica L. Amartey-Owusu delivered a recorded address at the launch of The Challenged Foundation's landmark advocacy initiative Inclusion Beyond Policy: Ratification, Implementation, and Accountability held at the University of Ghana, Accra, under the support of ADD International.

The IBP project represents one of TCF's most significant campaigns to date: a national call for the enforcement of Ghana's Persons with Disabilities Act, 2006 (Act 715) and the ratification and implementation of the African Disability Protocol frameworks that exist in law but have yet to be fully translated into the lived realities of persons with disabilities across Ghana.

"Rights written on paper are only meaningful when they are felt in daily life."

In her address, Veronica gave voice to a truth that lies at the heart of TCF's mission. Speaking with the conviction of an advocate who has dedicated her life to this cause, she challenged government agencies, public institutions, and communities to move beyond symbolic gestures and deliver accountability, enforcement, and measurable change.

Her speech anchored the event's central theme: that disability inclusion in Ghana must shift from promise to practice, and that persons with disabilities themselves must be at the centre of the decisions that shape their lives.

The IBP project, funded by ADD International, also launched a national petition calling on institutions to honour their legal obligations a campaign that positions TCF firmly at the forefront of disability rights advocacy in Ghana and across the continent.

What IBP Calls For

Full enforcement of Ghana's Persons with Disabilities Act, 2006 (Act 715) and the ratification and implementation of the African Disability Protocol rights in law, felt in life.

National Petition Launched

A national petition was launched calling on institutions to honour their legal obligations to persons with disabilities across Ghana.

A Powerful Memoir of
Resilience, Advocacy & Triumph

Published by the Founder — Veronica L. Amartey-Owusu

Born in a small village in Ghana and struck by polio at a young age, Veronica L. Amartey-Owusu learned early that survival meant more than just enduring — it meant fighting back.

Silent Battles, Bold Victories is a gripping and inspiring memoir that takes readers on a journey through the harsh realities of living with a disability in a society that viewed her as "cursed." Facing rejection, discrimination, and betrayal, Veronica refused to be silenced.

"Her search for opportunity led her to Germany, where she encountered new struggles — cultural isolation, systemic exclusion, and the ever-looming fear of deportation."

Roots in Ghana Born in a small village, struck by polio at a young age — yet refusing to be defined by adversity.
Journey to Germany A search for opportunity that brought new battles: cultural isolation, systemic exclusion, and the fear of deportation.
Finding True Purpose In the face of adversity, she discovered her calling — advocating for disability rights and breaking barriers for those society overlooks.
